2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

3. Explanation
This notice is published related to the Public Contract Regulations 2015, reg 108. This notice pertains to a call off contract under SUPC High Performance Computing Framework, ITS 4062 SU. UKIFS is accessing this framework through its membership of the London Universities Purchasing Consortium (LUPC). This framework agreement allows for direct award to the highest scoring supplier in the original competition, which is Dell Technologies. Dell Technologies's nominated reseller: Boxxe Limited, is their UK delivery partner for products and services of this nature. This approach is permitted within the SUPC framework and Boxxe Limited are listed within the Framework terms for this purpose. UKIFS's call off contract is therefore with Boxxe Limited and they are solely responsible for the delivery.
