2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

The procurement falls outside the scope of application of the directive: Yes

3. Explanation
This procurement was run through the Management Consultancy Framework Four (MCF4), RM6309, Lot 2 - Strategy and Policy, which is a framework under PCR15. This framework allows for selection of a sole-source supplier in cases where MAT criteria (most advantageous tendered) is met. UKIFS determined that due to Accenture's unique experience working with Dassault's 3DX platform within a Nuclear setting and their expertise in the use AI in enterprise organisations, the value for money criteria to run a competitive process would not be met for this short term contract (10 weeks).
